Henry County Release Paths
Most local adult custody for Henry County runs through the Corrections Center of Northwest Ohio, usually called CCNO. It is a regional jail in Stryker, not a jail building in Henry County. The facility serves five member counties and other contract populations. That structure controls the search. CCNO creates the booking and exit record, while the Henry County court that committed the person records the legal order behind bond, dismissal, sentence, or transfer.
Release can mean a return to the community, but the word must be used with care. Bond and recognizance end jail custody while the case continues. Time served ends a local jail term. A dismissal is a court result. Transfer to the Ohio Department of Rehabilitation and Correction, another county, the U.S. Marshals Service, or a treatment placement is not freedom. Parole, post-release control, and judicial release end prison confinement but may place the person under supervision.

Can an empty roster prove release? No. It proves only that the person was not found in that snapshot. Confirm the event, time, authority, and destination before treating the person as released.
Henry County Release Record Fields
A useful CCNO release request identifies an existing booking and asks for fields that establish who left, when the exit occurred, and whether custody truly ended. Full name alone may match more than one person. Add a date of birth, booking number, or case number when known. The record custodian can lawfully redact protected material, so a narrow request is more useful than a demand for the entire inmate file.

CCNO does not publish how long a released row stays online or how long each release field is retained. Ask for the applicable retention schedule when an older transaction cannot be found. Ohio public-record law covers existing records; it does not require the jail to make a new custom report.
Note: A booking photograph is a separate record item and should be named expressly in a request tied to the booking number.
Request Henry County Release Records
The regional jail is normally the right custodian for its own booking, release, destination, and booking-photo records. The CCNO public-record policy accepts requests by email at ccnoregional@gmail.com, by mail, by telephone, and in person. Its records office is at 03151 County Road 2425, Stryker, Ohio 43557. Lobby hours are Monday through Friday, 8:00 a.m. to 4:00 p.m., and the main number is 419-428-3800.
- Identify the person and booking with a full name plus a booking number, date of birth, or case number.
- Ask for the existing booking or release summary, including admission and release times, exit code, destination, related court, and booking photo if needed.
- Request electronic delivery where practical. CCNO lists paper copies at $0.25 per page and may charge actual media or delivery cost.
- Ask when the record will be available. Ohio requires production within a reasonable period, but CCNO does not promise one fixed number of days.
- Compare the response with the court journal and any VINE or ODRC event before deciding that the exit meant release to the community.
The request rests on the Ohio Public Records Act, §149.43. No special wording is required, and a requester need not explain a purpose. CCNO can withhold confidential medical, security, juvenile, sealed, and other exempt information. A denial should identify its legal basis, while a broad request may be discussed and narrowed.
Ohio Release Records and Sealing
Public access does not erase context. An arrest or booking does not establish guilt. The court docket supplies pleas, findings, dismissals, sentences, and later orders. Ohio's Chapter 2953 provides the sealing and expungement framework, but eligibility and the effect of an order depend on the case. The exact court order controls access to the court file and should be checked before repeating old information.
CCNO inmate records are public subject to exceptions, while ODRC has separate disclosure limits under §5120.21. Juvenile records are restricted and do not belong in an adult released-inmate path. When a record has been sealed or expunged, use the clerk's current access status and do not infer facts from a missing result. A portal that once showed a row can also change because of routine retention, not a court order.
CCNO Release Turnover in Context
CCNO reported 4,602 bookings and 4,520 releases in 2025, with an average stay of 35.74 days. Those are regional facility totals. They must not be called Henry County release counts because CCNO serves five counties, Findlay Municipal Court, and federal contract populations. The separate member-population report gives Henry County a 2025 average daily population of 27.
The facility statistics describe workload, not a searchable release list. A person-specific release still requires the booking transaction and court authority. The county population figure helps localize the scale without assigning regional totals to Henry residents.
Search Henry County Released Inmates
The fastest path starts with the system that last held the person. CCNO's active search covers people in the regional-jail snapshot. It is not a release archive. If the person has left that list, the archival CCNO search, court docket, VINE event, and release request become more important. ODRC applies only after state admission or when APA supervision exists.
- Open the CCNO inmate search. Match the booking number, case, charge, and committing court rather than a name alone.
- Use prior-day or seven-day booking reports only to capture a recent admission. Neither report lists releases.
- After the row disappears, use the CCNO archival search by name, number, or booking-date range.
- Check Henry Common Pleas CourtView or Napoleon Municipal Court for the bond, dismissal, sentence, community-control, or conveyance entry.
- Check Ohio VINE for a general-release or transfer event, then request the CCNO release record for durable proof.
- If prison was ordered, search ODRC. For a federal case, follow the federal docket and USMS path before relying on BOP.

Henry Release Records Need Courts
CCNO's court field is more than a label. It determines which docket can explain the exit. The regional jail holds people tied to five counties, Findlay cases, and federal matters. Two people in the same building may be governed by different courts and release authorities. Copy the exact case number and court from the active report before searching a docket.
Henry County Common Pleas CourtView says its information updates in real time except weekends and legal holidays, while also warning that filing and posting can lag. Its online record does not cover cases before 1995. Napoleon Municipal Court is the local route for matters within its jurisdiction. A docket can explain why custody ended, but CCNO still supplies the physical exit time.
Note: A court order may be signed before the jail finishes release processing, so compare both timestamps when same-day timing matters.
Ohio Search for Henry Releases
The ODRC Offender Search covers state prisoners, people released from ODRC, judicial releases, APA supervision, and violators at large. It does not cover a person merely because that person spent time at CCNO. Search broadly first, then match the offender number, photo, county of commitment, docket, offenses, and sentence.

A released result may show past admission and release data. APA Supervision means the person is outside ordinary prison confinement but still under state authority. The label “Expected Release Date/Parole Eligibility Date” can be a projected sentence date or an old-law parole-eligibility point. It is not proof that release happened.

Property After Henry Prison Transfers
A CCNO transfer to ODRC has special property rules. CCNO states that ordinary property and money do not travel with the person. Family or friends may pick up property left after prison transport. Unclaimed property is disposed of after 60 days, prescription medication has a 30-day pickup period, and some unforwarded funds may be held for two years.
These deadlines come from the CCNO prison-transfer policy. They concern transport to prison and should not be applied to every community release. Confirm identity, pickup authority, and current instructions with CCNO before travel. The policy also identifies CRC for most men and ORW for women sent into ODRC custody.
Henry County Release Notifications
Ohio VINE is the official notification layer used by CCNO and ODRC. Search for the specific person, choose the result sourced to the correct jail or prison, and match the identifier before reading the event. County-jail coverage includes general release, transfer, escape, and death. ODRC coverage also includes prison transfers, parole-review events, revocation or return, and release from parole. Those labels are not interchangeable.
Registration is normally tied to an in-custody record. Available channels can include telephone, email, text, and TTY. The Ohio telephone system uses a four-digit PIN followed by the pound key to acknowledge a call. The toll-free number is 1-800-770-0192. A VINE event supports the timeline, but CCNO or ODRC remains the source for the official release or discharge record.
Federal Exits from Henry Custody
CCNO lists 202 U.S. Marshals Service contract beds, compared with 37 beds allocated to Henry County. This large federal presence makes disappearance from the regional roster unusually ambiguous. A federal detainee can leave CCNO for court, another detention site, a BOP institution after sentencing, immigration custody, or the community. The CCNO row alone cannot identify which route occurred.
For a pending federal case, use the federal docket and USMS custody channels. The BOP inmate locator is useful after BOP designation and for former federal prisoners released after 1982. It may show “Released” or “Not in BOP custody” with a date, but local pretrial movement may never appear there. ICE has a separate locator for current detainees and people released from ICE custody within the last 60 days.
Does a BOP no-result prove a federal release? No. USMS pretrial custody, exact-name errors, transfer timing, or a case outside BOP coverage can all produce no result.
Henry Releases Through Ohio's First Regional Jail
CCNO's 2025 annual report describes the facility as Ohio's first regional jail and one of only four in the state. It has operated since 1990 under the multicounty framework authorized by Ohio Rev. Code §307.93. This history explains why Henry County has a jail workflow centered in Williams County rather than a stand-alone adult jail roster at the sheriff's Napoleon address.
The regional model also explains why a facility search must be paired with the committing jurisdiction. CCNO manages the body and the exit transaction. Henry County courts control Henry case orders. ODRC, USMS, BOP, or another county may take custody next. The correct record path follows that handoff instead of assuming every departure is a release home.
Henry Released or Still Held
Each portal answers a limited question. Match the person's last known custody type to the source, then look for a positive event. Court records explain legal authority, but they do not always prove that release processing is complete.
